Good time of the day to Everyone!

Starting to experiment with photoshop, and would be grateful if someone could explain why the photos below looks like drawing (flat) and how to get the result?

I suppose it is something about colors or contrast, but can not really understand how to do it.

Seems like it is some kind of style, loads of photoshop users doing it.
