1) Create a file size that you want and fill it with the color of your choice
2) Select Gradient Tool from the toolbar on the left
3) Below the menu (with File, Edit, Image, Layer etc) you are going to have options.... In the second one from the left select "Foreground to background" (and set the backround color to white, or make sure it is set to white, if you want it to look like on the picture that you included), and from the next one over select "Radial Gradient" (It gives you all the selection names when you hold your mouse cursor above it for a while)
4) I guess, just keep tring until you get what you want...
If you want something like on the picture, you can just change the colors by addding another layer etc...
