Do you use a filter or something to create this?

Goto New make the heigth 1 px and the width about 50 px then click ok. Then fill the document with what ever color you want, black would be ok. then goto Image/Canvas Size. Now just make the height 2 px and I always click the arrow pointing up and to the left. Once youv'e finished that goto Edit/ Define Pattern and just name it. Now open the document you want to use it in and select the layer you want to apply the pattern to and double click it to open the layer style window then goto pattern overlay and when you should find the pattern at the bottom.
