I know nothing about Photoshop but I have a pic that was taken during a driving rainstorm in the tropics and is blurred because of a water spot on the camera lens. Can anyone help me fix it? Can anything be done to help the clarity around the fishes head?

If the original isn't focused you can't really make it so after the fact, the best you can do is to fool the eye into thinking it. This should be a little better, but not perfect. |
