hi, im hoping someone can help me here? im working on a picture and im trying to put some sort of glow/light effect that'll show from below. the idea is that it'll give off a horror/shock expression on the face. im wanting the colour to be red. if anyone can help it'll be greatly appreciated.

really, I think you'd have to do something like this. it's real hard, just a bit finicky.
1- select the face
2- make a new layer
3- set the blending mode on this new layer to hue or something. Not 100 percent sure what'd work best.
4- paint on the glow
