In truth I can't see a whole lot going on. It looks rather more like good framing than much else. There might be a slight cross processing effect Cross Process Effect

hi,
it always very difficult to try to guess what some one else did to a photo..
can be a fair amount of detective work, guesswork and experiementation... and we don't what he started out with... most cases what you depends on the image itself...

as as far as step by step details/settings ... unless it very obvious your not going to get them... to many variable and for starters what the orginal image lookslike...

now the guy used a few masks on this what basics i see..
1. he mask off the background and also the guy and whatever that grey blob is on the right smiling......

2. with the background obviously he blurred that...
3. with the guy he soften the image alittle maybe even adding just a tid bit of noise maybe .....

note: for item 2 and 3 .. probably use guassian blur effect here a little tutorial on it

4. as far as the over all color tone of the image... diffferent ways and a lot of tutorials on this... he could have used a adjustment fill laye and adjusted the opacity, or use use the photo filter there in ps ...

a little tutorial on hue and saturation... the first part is what you want...

I hope that get you in the direction you want to go...

sometimes.... if you also upload the image that you trying to create the effect that can help other people they have something they can experiement with...
