I usually use a series of grunge brushes. You can also do a combination of filters to make sort of a grunge background. Like Clouds then maybe a chalk with a blur. It's pretty easy to make things look grungy. There are a ton of grunge resources out there. There is an infinite selection of brushes (which I have found to be the easiest way to make the grunge effect). There are also a lot of pretty decent tutorials on how to make grunge things.
