technically, you don't upload them directly to photoshop.
In windows, there is a main font repository which any program can use. You can go to the control panel, then to fonts to open it up, or try (localdisc):\windows\fonts.
Then just grab the font file and drag it into the folder. it'll give you a cute little install progress bar to watch. If you already have PS running, turn it off and restart it before trying to use the new font.

I did a format reload a few weeks ago and I didn't back up my Fonts or my Brushes, Oy Vey!! LOL, I'm having to go back and download them again. Here is another nice font site:
