How do one create a rectangle in photoshop with borders (or just the outline) and no fill colour? How can the border thickness be given?

i don't know exactly what you mean with no fill color but to make a border with the rectangle marquee tool, make a selection with it and then go to select>modify>border there you can decide how thick you want your border to be, and when it still isn't in place you can transform it by choosing transform selection in the select tab or by right clicking and choosing tranform selection in the drop down menu,. from here you can fill it and when it is a seperate layer you can apply layer styles without affecting the image you might want to border!
i can only advise to visit this site! http://www.good-tutorials.com/

(if you choos free transform or transform in edit>free transform or transform> menu you will transform the pixels within that selection that is if your selection is filled)

i hope this helped!

Create a new layer.

Use the rectangular marquee tool.

Drag to desired size.

Edit>Stroke.
