You have to load them in, double clicking on them wont work (sadly)
You need to open PS, then click the brush tool (to make it the active tool) then on the top tool bar click the little arrow for the drop down box (see pic 1) then in the corner of that click the little arrow for another drop down box (see pic 2) then about half way down is the load brushes option, click that and you get a browser window, just browse to your downloaded brushes and click ok.
For what it's worth, when you first start the brows you will find some brushes allready there but not loaded, check them out as well. Wayne
