You could turn your selection into a path, then stroke. This will stoke with current brush. Use a brush setting with a high “spacing” to get a dotted outline. |

Hey, looking good!
You may have a "jitter" on the brush. Set all jitters to zero. And if you make a new layer, you can stroke that and have it be separate from your image. |

Ok great; I think I got it down now.
I don't know why some dots are more condensed though, since jittering was off. |
