CS6 clouds ignore background/foreground colours?

So I tried to follow this tutorial which requires the use of cloud filter. However as soon as I picked the right colours and used the filter I found out that the program ignores background/foreground colours and makes the clouds grayscale instead.

I'm using CS6. The image is on RBG-mode.

Any tips on making some colourized clouds?

Do the other tools like a brush work normally on the same layer and allow colour?

Yes, it's just that the clouds won't show colours, unless I coulourize it with something like hue/saturation tool but then again that's not what I want.

EDIT: What's weird about this is that even if I set foreground/background colours both white the clouds will still be black&white.

That is really weird and I cant think of how it could be happening.
A way to work around if you cant get it solved would be to use your black and white clouds on a layer mask.
If you have the cloud layer mask and a layer of solid colour it will appear as coloured clouds.

Turns out I have this habit to make all new projects 16Bit (I thought it only meant better quality) instead of the default 8bit and so the clouds always came out in grayscale. :) Thanks everyone for replies!
