Needless to say, there are heaps of ways. Here's an easy one:
1. Make a "Solid Color" layer from the little half-black-half-white-circle icon at the bottom of your layers panel.
2. Choose a nice strong blue colour.
3. Change the blend mode of that layer from "Normal" to "Color" ("Overlay" might work too).
4. At this stage, your whole photo will be ridiculously blue. Press Ctrl I to invert the layer mask from white to black, and hide the effect.
5. Choose your brush tool
6. Press D to make sure you're painting with white.
7. Paint over the water to make it blue.
8. If the overall effect is stronger than you'd like, just reduce the opacity of the layer. _________________ http://www.damiensymonds.com.au/
