all of a sudden the crop tool only scales in a fixed proportion and cannot be modified except for rotation and translation, not aspect. the crop rectangle corner also doesn't follow the precision cursor??? i've changed nothing that i know of. any suggestions?

Have you tried the "Clear" button at the top?

If you've tried that and it's still not working you could try resetting the crop tool. Click the down triangle at the top left hand side (next to the crop symbol). A drop down box will appear. CLick the triangle with the circle. Another menu appears - choose Reset Tool.

Hopefully that will work.

You had values in the width and height box of the crop tool.

You might have hit the "front image" button, which tries to be helpful by putting in some dimensions of the current image. Glad it's sorted.

It's mostly you set the aspect ratio for the image. And as bkpsp stated, clicking the clear button solved the problem.
