Do a google search for snowing (or snow) tutorials. I'm sure that you'll find something that will walk you through how to create a snowy effect.

Does the snow have to be anamatded? If not, then there is this way.
Do all of the steps EXECPT STEP #11 cause step 11 makes the rain in this link (motion blur). This works - trust me!
