I have an image if the swedish flag and I am trying to make it look like its blown in the wind. Can anyone help me out on how to do this. I am a novice with photoshop. Any help would be fantastic.

What you are looking for is called a "displacement map".
I'm not very good at them, but you might find some threads here if you run a search...there are also tutorials all over the net.

I simply applied the flag filter from the Xenofex 2 suite.
