wacom tablet involved...

In photoshop.....In expanded view turn off shape dynamics w/ brush prests selected..

Your pen works already w/ shape dynamics on...since it detects pen pressure!
Not so w/ mouse...

again turn off shape dynamics and your tools will work just fine........

I was getting this same error. I have a wacom tablet and using the pen or mouse and changing shape dynamics did nothing to fix the error. Then I remembered that I have a utility running in my system tray that does special behaviors for my mouse, like automatically making the windows become active when I mouse over them, and others... I disabled this utility and it fixed my problems.

So, check for any utilities like this that may interfere with mouse and/or pen behaviors as related to Adobe products.
