Colour Replacement tool is always grey???

Hi all.
When i want to change colour in the repalcemnt tool i set the top menu bar to sampling contigous - limits contigous - tolerence 50 and anti alias is on.
Then when i choose a colour say black (00000) from the swatches or the eye dropper, I then brush over the area that i want to replace but the colour is not black, it is grey 616161. I have tried all kinds and different approaches but the colour is always grey. Any ideas?
