To make the different blues just follow the same motion blur effect and then duplicate the layer 3 or 4 times. Change each of the layer colours to the greeny/blue colour you want. Then change the opacity and layer shading. (possibly soft, hard and vivid light are best). Change these untill you get the desired blue colours
