I am trying to do a tutorial and it asks for specific settings for a filter (Brush Strokes to be exact) but I cannot view the entire window. It won't let me stretch it out either. Screen Shot link below. If someone can help me I would greatly appreciated.

Strangly I cant get my palette to shrink to that size it wont let me, you could try clicking the little down arrow to the left of the ok button at the top right, that may restore it. Also check to see if save palette location is unchecked in preferences (general) that may restore it when you relaunch PS. You could also delete your preferences file (PS makes a new one on restart) but I'd do that as a last resort.

You may want to go to a cemetary at midnight, swing a dead cat seven times over your head saying "Begone evil Photoshop Spirit."

I think that ought to do it.

Trashing prefs is not a big deal. You don't loose custom brushes, actions or anything vital. Just hold down Shift+alt+Cntrl (Shift+Opt+Cmd on Macs) as you launch the program. Just to clarify what Wayne, PS does not automatically trash prefs at restart, you have to use the key combo at startup.
