does anyone know how to achieve the effect used in the photo below?
i have both photoshop and corel paintshop pro

Hi beedee, welcome to the forum, the image you link to is cross processed, it will at a guess also have a brightness/contrast shift too.

Try this for size for a simple cross processed effect, although you will have to do more reading to get the effect you want.

"adujustment Layers" and "Layer styles" are very useful.

You can do it with blending options with photoshop itself.
