Big sized files won't merge adjustments

I have a file that has the resolution 3500x3500 px. First I have a black background and then I have added some noise and now I'm going to adjust it with levels. I open up the dialog box from the menu and make the changes with preview and I can see the changes being made but when I press "Ok" it goes right back to like it was before. No changes being made. Same thing happens when I use an adjustment on a layer and try to merge the layers it goes back to how it was without the adjustment. But if I use a smaller resolution, 1000x1000 px, it all works.

Why doesn't if work for a bigger resolution?

Welcome to the forum Exploding-Art.

Make bigger adjustments! If noise is not large enough, do it on a blank layer with white or black and suitable blend mode and then use free transform to enlarge.
