I saw someone before batch processing many files by dragging them onto a desktop icon which ran photshop and created a folder on the desktop with the processed files in it. I dont know if this was a feature of a newer version of photoshop or a plug-in. I have Photoshop 7 and want to setup something similar for a inexperienced user to be able to resize many images in one go. I know how to create and save actions but thats it! Is there any way I can make this even simpler?

Yep. It's called an action Droplet. It is allows for easy repeatable batch action through a Droplet icon. Look up "Using Droplets" in the PS Help file for instructions on how to create and use them. If you already have an action made, just go File>Automate>Create Droplet.
