I have just been playing about a bit and found this. I presume it has been done many times before.
Render Clouds- Apply Ocean Ripple - Polar Coordinates (Polar to Rect) -Plastic Wrap

Yes, interesting. But it does look very Photoshop-ish, and that can be a drawback in cases where you're going for a more...original look.

Just playing about.
To go for originality I would use original images or 3d models. Much more labour intensive but far more interesting.

And there's nothing wrong with playing around. Sometimes, that's where the best inspiration comes from. I agree with you--3D renders or hand-drawn/painted images are the way to go if you want a totally original effect. That's not always necessary, but it can be helpful.

After seeing this I wondered if anyone could make this effect look not cheesey.

I conclude that they cannot.
