yet another thread about needed help to get this effect

hey everyone
I have a client who wants the effect attached on a similar image. They want the inside black, so ignore everything inside of the main image. They just want the part that comes OUT of it. It looks like a lighting effect, or starburst in a way, but its coming out of the specific areas.
i have tried a few things, and just can not replicate this effect.

I do know a decent amount about photoshop, but I am by no means a pro. So any help would be appreciated. Also, if I am not clear enough about what I mean, just let me know.

p.s. She wants the beams coming out to be goldish (gold and white would look good I think). I can not pick a good gold color, so opinions would be good on that too.

Well if you have the design that needs the beaming (best as a vector art out of Illustrator) the beams shouldn't be too much of a hassle.. If you share the design I'm willing to check if I can fix the beams comming out..
