Hi Guys

I'm unsure what to do with the attached Sponsorship Logo. I don't know whether to try to fix it in Photoshop to a level where it is readable to users(if this is indeed possible) or whether to design it again from scratch. The business to whom it belongs does not have anything better quality or smaller to give me so I'm stuck with this image.

It's hard to determine from that size image if it is going to be a mammoth task, but if that is the only resolution available to you, then it's going to be a no brainer - yes, re-create it from scratch.

The size you have at the moment will only be of use for the smallest of web layouts. It is all but unreadable as it is.
