Hi I had a quick and dirty go at the effect. I started with a very light grey background and 2 layers of the type, top one black and the bottom white, rasterised the black type layer and motion blurred. Added a slight outer glow (black) to the white text layer. Move white text layer above black and reduce opacity to suit. I'm pretty sure this is not how the effect was done, but it's a step in the right direction.
