Standard windows minimize, maximize and Close (X) dont work

I am running CS3 on WinXP, and for some reason, when I open an image (i.e. File - Open - choose a file) the resulting window that opens cannot be closed with the standard buttons in the upper right corner (the underline, box and X). Clicking any of these buttons does absolutely nothing. The only way I can actually close the image box is to choose the icon on the left top, and choose CLOSE.

I dont remember this happening before, but I've rebooted and tried different settings, and nothing changes it.

Has anyone experienced this? If so, is there some setting that did this?
