resizing a layered template

Hello this is a pretty simple question but im new to photoshop never messed with it before and am learning recently I downloaded a multi-layered template that came with the following instructions and am having trouble following them it read:

ATTENTION
This template has been shrunk down to 300 DPI for file size reduction, it is actually 1200 dpi. To size it back up to 1200 dpi Lock all layers and then open up a new 1200 DPI file(width 3.4,height 2.2) and drag these locked layers to that file. Then hit Ctrl + T then hold Ctrl +S and resize the template. The template will look and print much clearer after its resized.

The problem im having is when I lock the layers and try and drag them to the new window it wont transfer? What am I doing wrong here?

I don't have your template but make my own. I tried to do it the way you described your instructions and had no problems dragging them over. I did have to unlock the layers to re-size them.

You might try unlocking all the layers and using the group layer function, grouping them all together and then drag them to the new document. The Control+T will allow you to re-size them without the Control+S which is actually used for selection not resizing. To maintain the size ratio you should hold down the shift key as you are selecting one corner to re-size up.

Hey just messed with it for awhile, got it to work by putting it in a group(thanks) and then duplicating it and putting the new duplicate the layer and placing it in the new 1200 dpi file still dont know why i cant just drag it( the top index bar rejects it when i try to drag the locked layer/group and put in on top) but this will work i guess thanks alot!
