Im having strange problems in Cs3. Eg. When I change a drop shadow filter from cmyk to just black sometimes it changes my "0" I put in cyan back to 3%. I have the same problem with fill opacity changing on me. I'll set the opacity to 100% , but as the window closes I see it change back to 97%

Anyone else having this problem?

That is truly weird that your percentages are changing by 3% in certain places. Is this some sort of limitation feature that has been inacted. I will have to research on the possibility of such. I have not seen the problem as of yet.
