I am having a problem with bleeding past my selection.

Here is what I am trying to do.
I have a image.
I select the rectangular marquee tool and set feather to 10px
I select the whole image then invert the selection
I then proceed to paint the tips but I am having two problems

1. The paint is bleeding past the selection
2. When I apply the paint brush I have to click it several times before it completely paints the selection the solid color I am trying to paint it

What am I doing wrong?

yea don't feather and make sure you are using a hard brush with the opacity all the way up
