Does anyone have an idea how to create this look in pictures
Is this plug-in? Or special technique? Would love to have explanations and links if instructors |

What's your starting point? Every image will be different and you cant just shoehorn in a preset. _________________ If life serves you lemons, make lemonade! |

We can all see that the images are desaturated, have a limited colour palette and washed out blacks. Now that the obvious has been mentioned, I presume you can apply the knowledge to your images?
or....
Provide an image that you are working on that you want to apply the same sort of effect to and perhaps members here can contribute to how they would go about altering it to suit the style. _________________ If life serves you lemons, make lemonade! |

With maybe a split-toning gradient map on a really low opacity for the colour. _________________ Bart J.A.H. de Brouwer |
