What effect is used around the type here and inside the letters? Is it a simple outer glow?

I would say it is a Stroke on the outside and if you look at the 2 'M's the speckling inside is identical so I would suspect that this is built into the font itself...

The speckling inside could be Inner Glow with Dissolve Blend Mode.

But would that give identical speckling in the letters ie. the "M"s or the "A"s?
