Hello, is there a way or filter to give fonts this effect? like they been scan after printing

Make a copy of the text layer and then rasterize it. Then go to Filter > Noise > Add Noise and turn the opacity town. You can also use a brush that has little edges like that and erase around the edge of the text. Also, do a eye dropper sample of that original scan color text and apply it to yours.
