I been searching everywhere on how to make this effect and still no luck. So could someone please HELP me on this. And its not halftoned I've tried that and it looks nothing like it. If you look carefully you can see the effect!

Which of the effects in your picture would you like to know how to do? As for now we don't know what effect "this effect" is..

Thank you Patrick but that's not it. I don't know what the effect is or if its even an effect. I just know something is added to make the image appear differently. There are tiny lines/dots in the hair very faint but it's here.
