hi, this is my first post so sorry if im posting in the wrong place, i seen this picture on a website banner and wonder if anyone can tell how to do it in Photoshop cs6.

The fence is most likely made with a pattern, do you know how to make a pattern or should I make you a tutorial?
Then you still have those rectangle stripes , which make the fence complete, well, again, pattern.
The coloring is done with gradient maps, color balance etc which is quite hard, but one of the most important things of photoshop.

Okay:
-First, decide what spacing and size you want the dots to be, I used 3x3 dots and 3 dots spacing.
-Open a new photoshop document (for example) size 15x15 and use PENCIL, NOT brush, to draw a (again, for example) 5x5 square in the top left corner.
[ this way you chose the dots to be 5x5 and the spacing 10 dots/px, whatever you like to call them ]
-If you're satisfied with the size, go to Edit -> Define Pattern... and give it a name.
-Now, go to the document you want to use your pattern on, make a new layer above all other layers and pick: Pattern Stamp Tool (under the Brush / Pencil)
-If all was done correctly, you can now pick your dot thingy from dropdown menu at the top.
-Select your dot pattern and pick a big brush, to brush all over your image.
-Lower the opacity to about 30% and you're done.

1- 15x15 ? pixels, cm, inch
2- when you say draw a square do you mean to use the square tool?
