What effect? The grey-ish?
That's most likely done with color filters or color adjustment layers.

I would use a gradient map or too, using a red-ish, a dark purple, a blue, and a yellow/orange-ish. Set the two gradient maps to blend-mode 'lighten' or 'screen' and turn the opacity of both down to about 20% or maybe lower.

That should do it.

Of course the gradient maps are only supposed to contain two colors each. E.g. Red + Blue and Purple + Yellow/Orange.
