Please, can someone explain to me how I create the waterfall effect like on this URL?

That's done in Flash not Photoshop.

Why is it Flash? Photoshop CS 4 also supports animation?

It can be done in Photoshop but this particular animation was done in Flash.

Could you explain to me whatīs exactly the difference between an animation made with Flash and an animation made with Photoshop please?

If you make an animation with Flash then you need Flashplayer to play it. With photoshop you save it as a gif file and it plays on its own. That's the main difference I think.

But I can make an animation witth Photoshop of a picture (like a waterfall), because save as a gif file I donīt understand?

Is the quality significant better with Flash?

It's comparing apples and oranges. They both share an animation ability, but achieve it through vastly different processes.

If the tutorial involves no scripting and just simple things like tweening then in all probability you can adapt a tutorial to both programs. It's just when specifics come in to play that one or other program can't do.
