If you're talking about the outline around the figures it's very easy.
1. one way is to just create a layer behind the figures, then airbrush a solid color around the figures, then give it a soft blur.
2. another way is to duplicate the layer of the couple, pick a desired color for an outline, then take the duplicate layer and use curves to make it either all black, or all white. Then, use the magic wand, select the dupe layer, then fill it with the desired color. Again, give it a soft blur, put it behind the main layer, then use the scale tool to enlarge it. _________________ Jeff

Get lots of pieces of paper and plaster your wall with them, then take a photo! (no intent to be funny). If you want to do it digitally then get your source material and add drop shadows behind some of the papers. _________________ If life serves you lemons, make lemonade! |

For the background: Hermit has nailed it absolutely correctly. To do it in photoshop, you would need to make a literal collage of images. With each image, add a drop shadow background. If it were me doing this, I would create an action for such repetetive work:
Step one: add an image to a layer. Duplicate the layer. Put the duped layer behind the original. Use image>curves and make it completely black. Use a nice soft gaussian blur to soften it, then adjust the opacity of the layer until it looks just right to you.
If actions are too intimidating, then skip this step:
The action I would create is as follows: duplicate layer, insert: curves, (then make it completely black), move the layer to the back, and stop recording the layer. _________________ Jeff
