Welcome to the forum. Would it help massively if someone broke this down? It seems like you may need to learn about sharpening and/or toning. For toning read one of a hundred terms including cross processing, split tone or one of the other million variants.
What would be helpful is you giving a source image that your are attempting to convert, we could suggest loads of answers and they may not apply to the image you have.
I am careful as to what I say, as I am wary of unsolicited critique of someone I am not familiar with.

I have to agree with Hermit here we need one of your source photos to give you advice as there are several ways to get the image processed as you want...
