My wife gave me a photo to scan and repair, and it has this odd pattern in it from the textured paper it was originally printed on. Below find a 100% crop. I'm pretty handy with Photoshop, but this one has me stumped. Does anybody have an idea on how to get rid of the pattern?

Not tried this but I've heard that if you scan the pic as you've done then turn the pic 180 or it might have been 90 degrees and scan again then merge the two pics one set of circles counteracts the other, give it a go and let us know!...

You need to download, but more importantly look at a Photoshop plugin (free) FFT (fast Fourier transform), it deals directly with repeated patterns or textures and can eliminate the worst of it, before you have to consider the actual retouch.
Paper texture is more common with older paper stock used for photography, this texture is not familiar with me (what part of the world are you/photo from and if you know what era?)
Currently to the best of my knowledge there is a reliable 32bit version of the plugin and a more patchy (maybe depending upon spec of image) 64bit version, so you may have to switch to the 32bit version of Photoshop to apply the filter and then switch back to the 64bit version for the retouch.

If you desperately want to try a beta version of the plugin do a search on the above on your favourite search engine, but I don't favour an unproven plugin.

I know the method you refer to, I think it's a case as you say of 45 degree turns, 90 being the most basic. Combing it with blend modes and a mask or two.

I'm not sure when the photo was taken. Best guess is the 1950s thru the 1960s. In the US. |
