Color change tool not working properly

I am running Photoshop CS5.

Now when I try to replace color, these are my steps

color replacement tool

mode: color

sampling: continuous

limits: find edges

tolerance: 33%

anti-alias: selected

I pick my color that I want to replace. If it is a green, or a blue, it will replace the color, but it replace with a neon color instead of the color that i pick.

If i use a white or a black, it will not replace the color at all.

Any ideas how to fix the problem?

Colour replacement tool - relies on information such as hue and saturation of what is being painted over, to mask a new colour on to the existing image.

More often than not the colour painted will be a different shade to the one selected in colour picker.
The neon effect you have, i would hazard a guess, your painting over brighter lighter colours. You should get the opposite effect if you painted over something dark.

You may be better off experimenting with solid colours on a layer above and finding appropriate blending modes for the effect desired.
