hi
several ways....
this is basic i think different ways of doing this sometimes it called fog effect

1. dup
2. add white filled layer then adjust the opacity to suite , and then apply a white mask
3. then paint with a soft edge black brush the areas that you want not be effected by the white filled layer ...
note: you could use gradient on the mask like radial gradient ...

4. add new layer--
the frame just do a select all, then right click and click stroke choose choose your pixel width and color you have your frame and then just a matter of adjusting the opacity to suite you ...

now how ever you might want to add a couple of steps befor adding the white filled layer...and maybe you did this also... that is maybe soften the texture to give it a dreamy look ...
this tutorials says it better than i can say it plus it has pictures..lol ...

hi,
i think you need to explain in more detail what your really looking for....

I thought you were asking about the techniques that used but your reply give me the impression something entirely different...

if it just a matter of resizing the image...
then you just go to image>image size and plug in your values ....

or alt+control+I will also bring up the image size windows..

hi,
not much to go on...
generally with anything photoshop there always a few few clicks to do maybe you were lucky andthe defaults just work out...

for example if you had a blank layer above, and then did a black to white ridial radiant ... you get get that type of effect... especially if the if you change layer mode on it..

there several ways to get the result you have but i don'tknow of a single click to get that...

some one with better knowledge than me can mabye figure it out....
