I think the best way to learn web design is to learn how to build a web site, if you could build a simple site, you could build your knowledge bit by bit from there until you reach your goal. if possible, you could get Dreamweaver, it have variety of tools to help making a web site easier, you can find a full tutorial on how to get a trial version and build a site with it in there, after that, start learning some HTML, it's extremely helpful to know it and it's not hard to learn, the next step varies depending on what you actually want to achieve, you could learn PHP, Flash, Asp.net or any of the tools that allows you to make dynamic & content-rich sites.
