Welcome to the forum mr4711

Take a selected image, duplicate the layer (don't have to), create a single column marquee and use Ctrl+T to drag it left or right. Bobs your uncle.....

Another Method:
1) In Photoshop open a new document defailt size
2) Filter>Noise> add noise > uniform 400% and uncheck the monochrome box
3) Filter> Blur> motion blur> Angle =0 distance = 999> press OK
4) Pess CTRL+F 2 times

Even has the horizontal gradient effect.

Auieos, my method on;y produces parallel lines but the image mr4711 posted has a few skewed lines, one that fade into the one next to it and one that look like a gradient

Nah seems to work for me?
I did exactly what you said and my lines definitely changed color from one side to the other.
