when i design my own lettering or basic shapes i do the design part in microsoft paint before transferring it over to photoshop to do the rest.
obviously MS paint is a very basic tool which is far from ideal.
is there anything i can use to build shapes, letters e.t.c. which is more technical?
any suggestions would be appreciated.

I suppose this depends on what exactly you are trying to do. Are you creating fancy letters?
Try using Photoshop's type tool to create fancy letters by creating a new document, quite large, and use the type tool with a large font to type a character. The font size dropdown will only allow you to go so large, just click on the font size window and type in any number you want...say 300 px.
Once you have a nice large letter to work with, select it and choose Select/Rasterize/Type to rasterize the layer. This will allow you to edit the letter just like any other image. Now you can apply any effects that you could with any normal image. Try to use the free transform tool to give it some prespective and duplicate the layer ten to twenty times to give it some depth. Photoshop will do anything you want.

I am not expert in using adobe photoshop and when i face such type of situations i also use MS word. I would love to see any other tool for this purpose.

this is what i often do. the problem is i like to design my own fonts. not just fonts though, shapes and things too.
MS paint is only good for very small images 
i have been looking at a program called gimp-win http://gimp-win.sourceforge.net/
i havent tried it yet though. has anybody tried this?
also a friend suggested i look at paint shop, but i looked at a couple of videos and it seems to be very similar to photoshop.
anyone tried that?

EDIT.. forgot to mention, one of the key things i like with MS paint is the curved line tool. |
