Can anyone tell me what kind of graphic tools, or the name of the effect style, were used on this photo to create the effect?

There are a lot of things going on there! Are you referring to any part of it specifically? i.e. the text, the background behind the subject, etc?

I am referring to the actual picture of John Wayne and the effects they have done to hos picture. Thank you.

Not too sure! Looks like a capture from the original film....its not the original cover art. Just removed it from the background and applied some outer glow with position adjustments? I think you could recreate that look in a number of ways. I've seen artists simply paint on a highlight where they wanted it, then give it a blur to make it look natural. Other than that, I dont really see anything too outrageous. Its a nice effect for the new bluer-ray though.
