3rd party add on you could use is Alien Skin Eye Candy, Impact set or possibly Nature set. It has a back-light filter.
You don't really need it as there are many ways to create sun ray effects with standard features. Most of them involve blurring streaks or lines of white on a layer with suitable blend mode applied. Example below.
