Welcome to the forums, not sure without looking, but it looks a lot like a Filter>Sketch>Graphic Pen (?) it could also have another filter or two added, but being a retoucher I don't have too much need for it so my knowledge is hazy! Sorry.

i tried graphic pen but it doesnt retain the original colors , i want something similiar but able to retain the colors. thanks anyway

Duplicate the layer, run the filter and set the blend mode to multiply/soft light or something to your liking.

Perfect answer! then reduce opacity of the duplicated layer if needed...
