Well, when designing templates for web pages you would basically create it as if you were creating anything else in photosuld fully create your headers side bars, etc exactly like you'd like it to look on your website. Try to put everything on their own layers and jot down the sizes in pixels. After you're done with your lay out, you'll use the SLICE TOOL to slice everything up. After doing that. click CTRL + Shift + Alt + S to save for web and devices. You can even have photoshop save it as a HTML web page for you if you'd like.
When I create my web comps in photoshop and slice it up, I only save the user based slices. But to each his own.
